Tommy Cruz is Ramiro's brother and one of the sons of DEA Agent Ernesto Cruz.

Nothing is said About Tommy's background except that he broke Ramiro out of jail.
Involvement[]
Ram's twin brother, playable for the second mission only. Tommy is a high-ranking DEA agent who has infiltrated the Morales Cartel to investigate a lead on his father's death. His mission is threatened to be aborted when he suffers major leg injuries due to a grenade explosion at a gas station in the Virgillo's territory, until he recruits his twin brother Ram to take on his undercover persona. Tommy maintains perpetual contact via a radio link through which he provides information and advice Ram may or may not take (for example: The red/blue wire incident in the mission "Kill the Bull")
At present time, Tommy is telling Colonel Trust about everything that happened from two weeks ago i.e. his and Ramiro's efforts to track down their father's killer and expose the DEA Agent secretly working with the Cartel. After kidnapping Angel, Johnson overdoses Tommy and Trust with a lethal drug and plants a bomb in DEA basement but Ramiro saves the day.
